Seasonal and non seasonal work permits under the new “Decreto flussi”

The government has issued the so called “Decreto flussi”.

Who will be affected?

People included in the mentioned categories, who need to go to Italy and companies who are interested in workers belonging to these categories.

Background

Once per year the government issues the “decreto flussi” to regulate some type of non Eu workers.

People included in the mentioned categories, who need to go to Italy and companies who are interested in workers belonging to these categories must act accordingly.

Implementation

DPCM 07 July 2020 effective from 12 October 2020 regulates migratory flow of non EU citizens in Italy for 2020 establishes that for 2020, a maximum total amount of 30,850 non EU citizens is allowed to enter Italy for seasonal and non seasonal subordinate work and for autonomous work. The division is:

18.000 for seasonal subordinate work in agricultural and touristic sector and refers to people belonging to Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Egypt, El Salvador, Ethiopia, Gambia, Ghana, India, Ivory Coast, Japan, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, North Macedonia, Pakistan, Philippines, Republic of Korea, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine.

12.850 for non seasonal subordinate work and for autonomous work composed of:

+ 6.000 citizens belonging to Countries what signed or are going to sign specific agreements of migratory issues, wares road transport for third parties, building and touristic/ hospitality sector.

This group includes 4.500 non seasonal subordinate workers (belonging to Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Egypt, El Salvador, Ethiopia, Gambia, Ghana, India, Ivory Coast, Japan, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, North Macedonia, Pakistan, Philippines, Republic of Korea, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine) and 1.500 non seasonal subordinate workers citizens of Countries that will be included into 2020 in migratory cooperation agreements

+ 100 non Eu citizens resident abroad, who have completed their studies in their countries

+ 100 workers resident in Venezuela where one of the parents has Italian direct origins up to 3° grade

+ Conversion into stay permit for subordinate work of: 4,060 stay permits for seasonal work, 1,500 stay permits for study/internship/professional development, 200 long stay permits issued by other EU countries

+ Conversion into stay permit for autonomous work of: 370 stay permits for study/ internship/professional development, 20 long stay permits issued by other Eu countries

+ 500 non EU citizens residing abroad belonging to some categories: investors, some freelance professionals, people who have roles of administration and control in some companies, famous artists, start up founders

Click day: applications can be sent from 22 October 2020 at 9 am for hiring of non seasonal workers, autonomous workers and for conversions. Applications can be sent from 27 October 2020 at 9 am for seasonal workers. Expiry date to submit applications is 31 December 2020. The order followed is chronological order.
