Travel restrictions also within the country

The government has provided an update regarding travels restrictions and regulations on movements within the country.

Who will be affected?

People who needs to travel to/from Italy and everyone living in Italy.

Background

Due to the large outbreak of Covid–19 in Italy, new extraordinary laws were implemented and new restrictions/measures put in charge.

Impact

People who are supposed to travel to/from Italy must expect restrictions.

Implementation

DPCM 03 November 2020 effective from 06 November 2020 to 03 December 2020 splits Italy in 3 different areas accordingly to the seriousness of health risk:

– Yellow area: From 10 pm to 5 am are allowed transfers only for proved working reasons, proved needs or health reasons. Is strongly suggested to avoid also during the day transfers if not for working reasons, study, proved needs, health reasons.
– Orange area: transfers to/from regions included in this area, transfers outside the city of residency/domicile, are forbidden and allowed only for proved working reasons, proved needs or health reasons or to return to domicile/residency address. Even in the same city of residency/domicile is strongly suggested to avoid also during the day transfers if not for working reasons, study, proved needs, health reasons and activities not suspended. From 10 pm to 5 am are allowed transfers only for proved working reasons, proved needs or health reasons.
– Red area: transfers to/from regions included in this area, transfers outside the city of residency/domicile and even in the same city of residency/domicile, are forbidden and allowed only for proved working reasons, proved needs/study or health reasons, to return to domicile/residency address or for activities that are not suspended and not available in the city of residency/domicile. From 10 pm to 5 am are allowed transfers only for proved working reasons, proved needs or health reasons.

Each region is monitored weekly by health authorities and may fall accordingly under a different area (for the following 15 days) and subject to new restrictions accordingly to the area.

It also split countries in different typologies introducing some changes as follows:

A countries: Republic of San Marino, Vatican

B countries: Andorra, Austria, Bulgaria, Cyprus, Croatia, Denmark (including Faroer and Greenland), Estonia, Finland, Germany, Greece, Hungary, Iceland, Ireland, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Norway (including Svalbard and Jan Mayen), Poland, Portugal (including Azores and Madeira), Slovakia, Slovenia, Sweden, Switzerland

C countries: Belgium, Czech Republic, France (including Guadalupa, Martinica, Guyana, Reunion, Mayotte), Spain (including territories in African areas), The Netherlands, Uk and Northern Ireland (including Gibraltar, Isle of Man, some areas in Cyprus).

D countries: Australia, Canada, Georgia, Japan, New Zealand, Republic of Korea, Romania, Rwanda, Thailand, Tunisia, Uruguay

E countries: other parts of the world

F Countries: Armenia, Bahrein, Bangladesh, Bosnia Erzegovina, Brazil, Chile, Colombia, Dominican Republic, Kosovo, Kuwait, Montenegro, North Macedonia, Moldova, Oman, Panama, Peru.

Transfers from/to E countries, entrance and transit in Italy of people who stayed/transited in those countries 14 days prior the arrival in Italy, and transfers to F countries are forbidden unless with official declarations by law and documentation, are needed for: work, health, study, proved need, to reenter domicile/residence, to allow the entrance of citizens (and close family members) of EU/Schengen countries, Andorra, Monaco, San Marino Republic, UK and Northern Ireland and Vatican.

Entrance and transit in Italy of people who stayed/transited in F countries 14 days prior the arrival in Italy is forbidden unless they are citizens (and close family members) of EU/Schengen countries, Andorra, UK and Northern Ireland, Monaco, San Marino Republic and Vatican resident in Italy before the date mentioned in F list. Exceptions applies also to some very specific type of worker (consulates, military staff…). They must provide the carrier with a swab with negative result done 72 hours before the arrival in Italy.
People entering Italy from countries in list B,C,D, E and F must do a compulsory declaration by law accordingly to art 46 and 47 of law 445 of 28 December 2020.

People entering Italy who stayed/transited from countries in list C, D, E and F 14 days prior their arrival in Italy, even without symptoms must reach their accommodation by private transport and a compulsory communication to the authorities at arrival is mandatory and also in case symptoms arise.

People entering Italy who stayed/transited from countries in list D, E and F 14 days prior their arrival in Italy, even without symptoms must reach their accommodation by private transport.Once they reach the accommodation must be self quarantined at home for 14 days

People entering Italy who stayed/transited from countries in list C 14 days prior their arrival in Italy, a swab with negative result done 72 hours before the arrival in Italy or at the arrival airport or within 48 hours from the entrance (with self quarantine).

Some exceptions may apply.

People who needs to travel to/outside Italy, must consider the new conditions and check with the airline further restrictions/travel bans.
