Malaysia | Entry procedures of Foreign Knowledge Workers

Malaysia has entered a recovery phase for the COVID-19 pandemic. The order related to this is made under the Prevention and Control of Infectious Diseases Act 1988 and Police Act 1967. The Recovery Movement Control Order (“RMCO”) was supposed to end on 31 August 2020, however it has been extended to 31 December 2020.

On 7 September 2020 the Immigration Department of Malaysia imposed entry ban on citizens of 23 countries, where the affected pass holders are as of below:

• PR (Malaysian Permanent Residence)
• MM2H (Malaysia Second Home Programme)
• Expatriates (including EP1 & PVP)
• Resident Pass-Talent (RP-T)
• Student visa
• Spouse visa (LTVSP)

The government of Malaysia has also decided to allow Foreign Knowledge Workers (“FKWs”) and their dependents, including foreign maids who are in possession of a valid long-term pass and/or has obtained pass approval to enter Malaysia.

Please note that this is applicable to:

• All Employment Pass categories (EPI, II and III)
• Dependents to Employments Pass
• LTSVP holders
• Foreign maids to expatriates holding EPI, II and III

They will be required to apply for Entry Permission or Approval to Exit and Return to Malaysia via the MyEntry system at https://myentry.myxpats.com.my/app/

Implementation

This order is effective from 22 September 2020 onwards.

Approval is not required for those who wish to exit Malaysia and will not return to Malaysia during the RMCO.
The approval letter that has been granted by the Immigration Department of Malaysia before 7 September 2020 is still valid within 60 days from the issuance date, for the purpose to enter and exit Malaysia.
