COVID-19: Mandatory 14 Days Stay Home Notice for people travelling in and out of Singapore

As we begin to enter Phase 2 starting 19 June 2020, please see more information on the foreigners travelling back into Singapore.

Who will be affected?

Pre-Approval – During Phase 2, the government will continue to restrict the entry of pass holders into Singapore. Priority to be granted entry approval will be given to companies that provide essential services (e.g. healthcare and transport) and are supported by the relevant government agencies. While those that are not will be rejected. All short-term visitors (including In-Principle Approval holders) will not be allowed to enter or transit though Singapore, unless pre-approval has been received by the MOM. All employers are strongly urged to defer bringing pass holders into Singapore.

Please be advised that a pre-approval request with the Ministry of Manpower (MOM) must be submitted by the employer, 14 days before the pass holder’s arrival date. If you need further guidance on this matter, please let us know.

Mandatory 14 Days Stay Home Notice (SHN) – Please note that upon returning back to Singapore, it is mandatory for all travellers to serve a 14 days SHN and all travellers will need to undergo a COVID-19 swab test before the completion of the SHN.

New measures for inbound travellers (with valid approval letter for entry) – For travellers who have spent the last 14 days in Australia, Brunei, Hong Kong, Japan, Macao, Mainland China, New Zealand, South Korea, Taiwan and Vietnam will be allowed to serve their 14 days SHN at their own residence with the completion of the COVID-19 test before the end of SHN.

For inbound travellers returning from countries that are not mentioned above will be required to serve their 14 day SHN at a dedicated facility and completion of the COVID-19 swab test before the end of SHN.

Implementation

From 17 June 2020, 2359 hours, all inbound and outbound travellers who enter or leave Singapore will be required to pay for their COVID-19 tests, where applicable. Similarly, all incoming travellers who are not Singapore Citizens or Permanent Residents will be required to pay for their stay at the dedicated facilities, where applicable.

The prevailing charges are summarised below:

COVID-19 test for people under SHN  – Up to S$200 ^ (inclusive of GST)
14 day stay at dedicated SHN facility – S$2,000 (inclusive of GST)

*These are the charges that will apply for the COVID-19 test before the end of the SHN, which will be carried out at a designated community testing facility.

Short Term Visitors – No entry unless under established Green/Fast Lane arrangements or with special prior approval

MOM has started to process EP applications in which the applicants are currently in Singapore. However, we are still seeing rejected applications whereby the applicants are residing overseas.

Affected employees should refrain from making travel plans to Singapore as much as possible until further advice is received from the relevant government bodies.

Employers are also strongly advised to postpone relocating foreign employees into Singapore during this period.
