Lifting of 72-hour Window period on Outbound International Flights

On 18th March 2020, the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID), through Cabinet Secretary Karlo Nograles, has conducted a press briefing announcing the lifting of the 72-hour window period on outbound international flights.

Who will be affected?

Overseas Filipino Workers (OFWs), Balikbayans and Foreign nationals, regardless of nationalities, who are leaving for abroad.

Background:

On 16th March 2020, Pursuant to Proclamation Nos. 929 and 922 series of 2020, the Office of the President through the Executive Secretary has released the guidelines on the Enhanced Community Quarantine for Luzon in relation to the increasing number of COVID-19 cases in the Philippines. Under said guidelines, passengers who intend to depart the Philippines from any international airport in Luzon shall be allowed to travel for a period of 72 hours.

However, the IATF-EID has lifted the 72-hour window period and now allowed outbound travels through any of the international ports in Luzon during the enhanced community quarantine period.

Impact:

  1. OFWs, Balikbayans, Foreign nationals shall be allowed to travel out of the Philippines provided that they will present the below document at the time of departure:
  • Proof of international travel such as electronic ticket or flight itinerary scheduled within 24 hours from date of departure.
  1. Non-essential outbound travel (e.g. for tourism purposes) of all Filipinos to any international port of Luzon shall be suspended.
  2. Departing passenger may only be accompanied by not more than 1 person and may be instructed to immediately leave the airport after dropping off the said passenger.

Implementation:

12:00 midnight of 17 March 2020 until 12:00 midnight of 13 April 2020.
