Shanghai State Council Removes Administrative requirements for Hong Kong, Taiwan and Macao residents

The Shanghai State Council has advised that from 30 August 2018, Hong Kong, Taiwan and Macao residents will no longer require a work permit for Shanghai.

Who will be affected?

Hong Kong, Taiwan and Macao residents who work or intend to work in Shanghai.

Background:

Prior to this development, residents of Hong Kong, Taiwan and Macao required a China work permit in order to work in mainland China. This was a potentially time-consuming process, that has been abolished in order to streamline the process of working in mainland China for residents of Hong Kong, Taiwan and Macao.

Impact:

From 30 August 2018, the requirement to obtain a work permit in Shanghai will no longer exist for residents of Hong Kong, Taiwan and Macao.

Santa Fe Analysis:

The Shanghai Local Bureau has ceased accepting work permit applications for Hong Kong, Taiwan and Macao residents. We are able to confirm the change applies to other cities, e.g. Beijing, Shenzhen, Chengdu, Guangzhou etc. and we expect the change to be implemented across all Expert Bureaus in mainland China. However, there may be some implementation delay in some jurisdictions.
