Changes in the salary requirements for Singapore work pass applications

The Ministry of Manpower (MOM) has updated the salary requirements as part of the work pass application process in order to ensure fair employment practices are being practiced among the locals and foreigners.

Who will be affected?

Employers and foreign applicants applying for Employment Pass (EP) will be affected by this change.

Background

All foreigners who intend to work in Singapore must have a valid work pass before they start work. In order to engage foreigners to work in Singapore, employers must ensure that they hold a valid work pass.

The minimum EP qualifying salary was raised in 2017 from S$3,300 to the current S$3,600 per month.

Implementation

From 1 May 2020, the minimum qualifying salary for an Employment Pass will be raised from S$3,600 to S$3,900 for new applications. The salary criteria for older, more experienced candidates will also be raised in tandem.

The new salary criteria will apply to renewal applications from 1 May 2021.

Santa Fe Analysis

This increase is in line with improvising wages of fresh graduates of local autonomous universities. It helps to ensure a level playing field for experienced local mid-career professionals, managers, executives and technicians.

The new salary impact will only take effect for EP renewals from 1 May 2021, to moderate the impact on business.
