Immigration update: Singapore | MOM to introduce The Complementarity Assessment Framework (COMPASS) from September 2023

As part of Singapore’s efforts to strengthen the complementarity and diversity of the foreign workforce, the Ministry of Manpower (MOM) has made a significant policy revision where a new assessment framework will be implemented to provide and support industry transformation and development of a strong Singaporean core, and to provide greater clarity and certainty to businesses on foreign workforce policies.

  • Employers intending to hire Employment Pass (EP) holders
  • Employment Pass (EP) holders
Implementation

From September 2023, the Complementarity Assessment Framework (COMPASS) will be implemented where applications will need to pass a points-based assessment, which assesses candidates and firms, based criteria including salary and diversity. This will apply to new applications from 1 September 2023, and one year after for pass renewals (September 2024).

The framework is a transparent system that will enable employers to select high-quality foreign professionals, while improving workforce diversity and building a strong Singaporean core, and it also gives businesses greater clarity and certainty for manpower planning.

As shared by the Ministry of Manpower (MOM), COMPASS evaluates Employment Pass applications based on a holistic set of individual and firm-related attributes as follows:

Applicants are required to meet the required passing score to obtain a successful outcome.

Exemption criteria may also be applicable if applicants are able to fulfil certain conditions.

MOM has been actively tightening and revising their immigration policies & work pass requirements, and the purpose of this new framework is to ensure that work pass holders will continue to meet the qualities and requirements to fill skill gaps within Singapore.

Employers will need to analyse and review on their diversity and workforce ratio against these criteria and make necessary adjustments to meet the criteria stipulated under COMPASS.
