Immigration update: Singapore | Vaccinated Travel Pass (VTP) Application

As part of Singapore’s efforts to reopen our borders safely, fully vaccinated travellers can now travel to Singapore via the Vaccinated Travel Lane (VTL).

Who will be affected?

Long Term Pass holders and short-term visitors from Brunei Darussalam and Germany can apply for a Vaccinated Travel Pass (VTP) if they intend to enter Singapore on the VTL, provided they are fully vaccinated before departure to Singapore.

Implementation

With effect from 1st September 2021, 0001 hours (Singapore time) and for entry into Singapore from 8th September 2021, 0001 hours (Singapore time), travellers can apply for the Vaccinated Travel Pass (VTP) Application between 7 and 30 calendar days prior to their intended date of entry into Singapore.

Eligible travellers will be considered fully vaccinated two weeks after receiving the second dosage of any Covid-19 vaccine under the World Health Organisation’s Emergency Use Listing (WHO EUL vaccines). These include:

1. Pfizer-BioNTech vaccine
2. Comirnaty vaccine
3. Moderna mRNA vaccine
4. Sinovac vaccine
5. Sinopharm vaccine
6. AstraZeneca vaccine
7. Johnson & Johnson vaccine
8. Serum Institute of India’s Covishield vaccine.

To be eligible, fully vaccinated travellers must meet the below requirements:

1. Have remained in the respective countries for the last 21 consecutive days before leaving for Singapore.
2. Required to be isolated until they receive a negative on-arrival COVID-19 PCR test result either at their residential accommodation (i.e. HDB, condominium or landed property), a hotel, or a serviced apartment.

For Short-Term Visitors

Fully vaccinated travellers who require a visa to enter Singapore, must separately obtain a valid visa with the Immigration & Checkpoints Authority (ICA) after receiving their VTP approval and before departing for Singapore. If visitors have already been issued with a visa that is still valid or if they are eligible for the visa-free transit facility, they need not apply for a visa.

Short-term visitors are also required to ensure they purchase travel insurance with a minimum coverage of SGD30,000 for COVID-19 related medical treatment and hospitalization costs, where applicable.

Additional Implementation

Fully vaccinated travellers must undergo a COVID-19 polymerase chain reaction (PCR) test within 48 hours before the scheduled departure time of the designated VTL flight to Singapore, at an internationally accredited or recognised laboratory, clinic, or medical facility (MOH | Accreditation Bodies for COVID-19 Testing). A test result certificate must be obtained for entry into Singapore.

Travellers will need to travel on designated VTL flights with the following airlines. Please refer to the airlines for further details

Note: Having a VTP does not guarantee pass holders and short-term visitors a ticket on a designated VTL flight. Travellers are responsible for obtaining their own tickets. Similarly, having a ticket on a designated VTL flight does not guarantee a VTP.

Travellers should also take note and comply with the prevailing travel conditions and Stay-Home-Notice (SHN) requirements as per stipulated for travel to Singapore from the above eligible countries.

As the COVID-19 environment continues to develop, the relevant authorities in Singapore may, at their own discretion, introduce new measures or requirements to safeguard public health. This may include changes to the VTL conditions or cancellation of the VTP at short notice.
