Implementation of All Indonesia Application for Arrival Declaration

Overview
The Indonesian government has launched All Indonesia application, which is an official government platform designed to integrate immigration, health, quarantine, and customs declaration services into a single digital application. The app can be downloaded via Google Play Store, App Store, or accessed through the official website: https://allindonesia.imigrasi.go.id.
Who will be affected?
· International Passengers arriving in Indonesia, including both Indonesian citizens and foreign nationals, will need to use the All Indonesia application for their arrival declaration.
· The declaration process can be done either individually or collectively (for families/groups).
Background
Starting 1 September 12025, the All Indonesia application will be mandatory at three main international airports in Indonesia:
· Soekarno Hatta (Jakarta)
· I Gusti Ngurah Rai (Bali)
· Juanda (Surabaya)
Additionally, the application will be required at six international passenger ports in Batam:
· Batam Centre
· Nongsa
· Marina
· Sekupang
· Citra Tri Tunas (Harbour Bay)
· Bengkong
From the same date, the application will also be trialled at all other airports, seaports, and border checkpoints. The application will become mandatory at all entry points across Indonesia starting 1 October 2025.
Impact
· Starting from 1 September 2025, passengers will be required to use the All Indonesia app for all arrivals in Indonesia, either by air, sea, or at border checkpoints.
· The digital declaration will replace the need to fill out other manual forms, including the Electronic Customs Declaration (ECD) at the airport.
· In case of group travel, the lead traveler can submit a collective declaration, but each traveler must input their individual passport details.
· Passengers who do not complete the declaration before boarding will still be allowed to enter Indonesia. However, they will need to complete the declaration upon arrival, which may cause delays in the CIQ (Customs, Immigration, Quarantine) process due to data verification.
Date of implementation
· 1 September 2025: The All Indonesia application will be mandatory at the three major airports and six international ports in Batam.
· 1 October 2025: The application will be mandatory at all airports, seaports, and border checkpoints across Indonesia.
Santa Fe Recommendation
· The All Indonesia Declaration can be completed from three days before arrival (D-3) until the day of arrival in Indonesia. However, to ensure data is processed properly before airport inspection, it is recommended to complete it before boarding the flight to avoid delays at the CIQ checkpoints upon arrival.
· Ensure Correct Submission for Groups: For group travel, ensure that each traveler enters their individual passport details and scans their own passport. Only the lead traveler’s QR code needs to be shown to the officers during inspection.
· Transit Passengers: For passengers transiting through Indonesia, the declaration can be completed at the final destination in Indonesia, not at the transit airport.
· In case of any issues during the declaration process, passengers can ask for assistance from airport staff or contact an immigration officer at the checkpoint.
