Immigration update: Malaysia | Immigration introduces PLS@Xpats allowing for a 30 day working permission

Immigration Department of Malaysia (JIM) has allowed entry of foreign professionals on a Social Visit Pass (PLS), or PLS@Xpats for 30 days to ensure emergency and critical work is being carried out.

Background

The Immigration Department of Malaysia (JIM) recognizes that local companies and international companies (MNCs) require foreign professionals to carry out critical work. This includes machine repairing in factories, electrical power experiencing damage, failing ICT systems’ function, and testing and commissioning work before the relevant assets and facilities are allowed to operate. JIM affirmed that these foreign experts are urgently needed so that the company’s operations and productivity is not affected, and national interests are always preserved.

Impact
  • For foreign nationals who require an entry visa prior entering Malaysia, they are required to obtain Visa Without Reference (VTR) at the Embassy / High Commission/ Consulate General of Malaysia, OR
  • Visa applications can be made online via https://malaysiavisa.imi.gov.my for electronic visa (eVisa).
  • If the applicant fails to obtain a visa prior to entry to Malaysia, they will be denied entry.
  • Foreign nationals who fail to apply for an entry visa will be denied entry to Malaysia. The individual will be repatriated to the country of origin or residing country and a ‘Not To Land’ (NTL) Notice will be issued.
  • Applicants are not allowed to bring their dependents on this pass.
Implementation date

3 October 2022
