Corporate Immigration update — Important update in relation with Immigration Office for Work Permits quota in 2026

Overview
The Government of Romania has set for the year 2026 a quota of 90,000 foreign workers who may be admitted to the national labor market.
Who will be affected?
All Non EU citizens willing to obtain a Work Permit in Romania during 2026.
Date of implementation
Starting with January 1st, 2026.
Santa Fe recommendation
This official decision was adopted through Government Decision no. 1,169 of December 30, 2025, published in the Official Gazette.
The measure comes in the context in which employers from various sectors reported a significant workforce shortage, being unable to fill numerous vacant positions with local labor.
Compared to the year 2025, when the approved quota was 100,000 workers, the figure for 2026 is lower by 10,000.
The main fields affected by labor shortages include courier services, goods handling, construction, commerce, road transport, and security services, among others, where the workforce deficit is significant.
