Corporate Immigration update — Singapore: 180-day Re-Entry Permit (REP) application window for Singapore Permanent Residence (PR) abroad (effective 1 December 2025)

Overview
With effect from 1 December 2025, the Immigration & Checkpoints Authority (ICA) will introduce a new rule granting Singapore Permanent Residences (PRs) who are overseas without a valid Re-Entry Permit (REP) a 180-day window to submit their REP renewal applications. During this period, their PR status will be retained if the application is filed within the allowed timeframe.
Who will be affected?
This change applies to all Singapore Permanent Residences (PRs) who are residing or travelling outside Singapore and may be without a valid REP.
Background
Under the current regime, a PR overseas without a valid REP is deemed to have lost PR status immediately, with a one-month grace route historically used for reinstatement in some cases. The new process replaces this uncertainty with a clear, 180-day prescribed period.
Impact
From 1 December 2025, the 180-day prescribed period begins on 1 Dec 2025 for PRs who are already outside Singapore without a valid REP on that date; otherwise, it begins on the day the PR is first outside Singapore without a valid REP. PRs retain PR status during the prescribed period and while any application filed within that period is pending. If no REP application is filed within the 180 days, PR status is lost the day after the period ends; if an application is rejected, PR status is lost the day after rejection. PRs without a valid REP may re-enter Singapore during the prescribed period, subject to ICA’s usual assessment, and will be issued a PR single-entry pass for re-entry. Once PR status is lost under the new framework, there is no reinstatement avenue; a fresh PR application would be required if eligible. ICA will also update Entry Permit conditions with details to be published on 1 December 2025. Key clarifications:
- The change is part of the phased operationalisation of the Immigration (Amendment) Act 2023.
- PRs are encouraged to renew or obtain a new REP before travel to minimise risk.

Audit REP expiry dates for all PR employees and dependants, especially frequent travellers and overseas assignees. Where exposure exists, prepare documentation early and file within the 180-day window (or, preferably, renew before travel) to avoid any interruption to PR status.
