Immigration update: Singapore | All pass holders from COVID high-risk countries can enter Singapore if fully vaccinated

All existing pass holders and travellers with in-principle approval (IPA) will be allowed to enter Singapore from high-risk countries from the 10 August 2021, provided they are fully vaccinated before arrival.

Who will be affected?

All pass holders and travellers with an in-principle approval (IPA).

This revision will not apply to travellers entering from Bangladesh, India, Myanmar, Nepal, Pakistan and Sri Lanka, where a travel ban is currently still in effect.

Implementation

Pass holders will be considered fully vaccinated two weeks after receiving the full dosage of any Covid-19 vaccine under the World Health Organisation’s Emergency Use Listing. These include the Pfizer-BioNTech/Comirnaty and Moderna mRNA vaccines, as well as the vaccines made by Sinovac, Sinopharm, AstraZeneca, Johnson & Johnson and the Serum Institute of India’s Covishield vaccine.

To be eligible, pass holders must have remained in the respective countries for the last 21 consecutive days before leaving for Singapore and must either be staying alone or with other fully vaccinated household members who are under Stay Home Notice (SHN) for the same duration and with the same travel history.

All existing pass holders or those holding in-principle approvals (IPA) that have less than 15 days of validity, must renew the passes or extend the IPA validities before submitting entry applications.

Additional Implementation

Pass holders must be able to produce documents to prove their vaccination status before boarding the flight, and upon arrival in Singapore. Pass holders whom are vaccinated overseas will be required to take a serology test with Ministry of Health’s designated health providers to confirm their vaccination status within 14 days of completing Stay-Home-Notice(SHN).

If their serology test results are positive, their vaccination records will be updated in the National Immunisation Registry. Otherwise, they will have to take the vaccination in Singapore.

As the COVID-19 environment continues to develop, frequent revisions to immigration guidelines may take place and sometimes without prior notice.
